Yahoo! JAPAN Ads Search Ads API: Changes on QPS for the API proposal service

We will change the QPS for the proposal service in the Search Ads API,
previously announced in "Yahoo! JAPAN Ads API v4 release (Document Number: APIE-FY20-2157)."

4. Remarks:
　・This change applies to all accounts regardless of whether you requested a QPS change in the past.　　
　・We don't take requests for QPS change at this time.
　・There are no changes to the QPS for other services.
